When human beings enter the risk society, the emergency management is more and more complex because of the frequent and diverse emergencies, and many uncertain factors constantly highlight the fragility of the society. Disasters, accidents, public health events and social security have become important and difficult points in the process of human sustainable development. It is a compulsory course for us to analyze the mechanism of risk, crisis and accident and to improve the ability of emergency management.
