Group Emotion Recognition for Weibo Topics Based on BERT with TextCNN

Abstract: Social media platforms, including Weibo, have become an integral part of people's daily lives, where users engage in discussions, share opinions, and express their emotions regarding trending topics. However, as the volume of information and content continues to increase, individuals face challenges in accessing relevant information. To address this issue, sentiment analysis has been employed in this study to focus on group sentiment identification for Weibo topics. Due to the potential involvement of multiple sentiment categories in Weibo topics, the main algorithm used in this research combines BERT and TextCNN for text multi-label classification. This approach aims to predict the possible collective emotional reactions of the public. Macro-F1 has been chosen as the evaluation criterion, with the baseline algorithm achieving a score of 0.3339, while our model achieved a slightly improved score of 0.3514. This improvement demonstrates the efficacy of the proposed algorithm. This paper makes full use of the self-attentive mechanism of BERT combined with the convolutional layer and pooling operation of TextCNN to extract local features. The generalization ability and sentiment classification accuracy of the model are improved. The results of text multi-label classification for group sentiment recognition of microblog topics demonstrate the superiority of the model algorithm in this paper. This study carries significant implications for understanding the public's emotional responses to popular topics on social media. It provides valuable insights for further exploration and advancement in the field of sentiment analysis within the realm of social media.

Abstract: This is a review of the extant literature on the types of the Web 2.0 tools available, their use and perceived usefulness by university undergraduate students for knowledge acquisition, construction and management. Some past works revealed that students found the Web 2.0 tools useful for knowledge construction and sharing and that the gainful use of the tools should be encouraged by stakeholders. The main objective of this work is to educate university undergraduate students on the great learning and knowledge management possibilities offer by the Web 2.0 tools and to inform lecturers of the need to consider and enquire into their students’ acceptance and perception of usefulness (or otherwise) of these educational tools before integrating them into teaching and learning processes in so much that students will make an optimal and gainful use of them and hence prevent undue resistance to use from them. The authors concluded by making recommendations on how the students and lecturers could be motivated to make more academic use of Web 2.0 tools for veritable learning and teaching outcomes and a furthered perceived usefulness of the tools. It was also suggested that governments and stakeholders should encourage the lawmakers to legislate functional educational technology policies, provide adequate funding (which is always a constraint in developing countries) to procure modern, state of the art ICT infrastructure through which sustainable access to a wider range of the Web 2.0 tools is given and seasonal training of teachers and students in the educational use of Web 2.0 tools and other relevant technologies is promised. Adequate electrical power backup should also be assured so as to successfully, gainfully and sustainably use the Web 2.0 tools for knowledge creation, sharing and management.

Technical Infrastructure to Support Public Value Co-creation in Smart City

Abstract: Background: In recent years, with the rapid advancement of the ICT tools, such as social media and IoT, the citizen participation channels have been varied, leading to the need to construct the technical means that integrate these participation channels for public value co-creation. Purpose: In this paper, we aim to support decision-makers and policymakers by designing technical infrastructure to support the co-creation of public value in a smart city, which could be seen as a good alternative for public institutions suffering to create value cooperatively with citizens. Design/methodology/approach: We employ the citizen participation model for public value co-creation proposed by our previous work as a theoretical framework and adopt Design Science Research Framework proposed by March and Smith. Findings: We build the technical infrastructure to support public value co-creation. Research limitations: Despite the validation of technical infrastructure demonstrated through comparative analysis, we do not argue the completeness of our artefact. In the specific implementation process of the infrastructure, it is possible to occur various challenges, in particular, technical challenges. Practical implications: We explain how to harness the synergy between government-led and citizen-led participation, which is the ubiquitous emerging social phenomenon in smart cities. Originality/value: Our artefact supports comprehensively two approaches to online participation — government-led and citizen-led participation, including social media and IoT-based participation, which could be considered as the primary innovative approaches for governments to solicit citizens’ opinions and examine behavioral information for the objective of the data-driven policy-making process.

Abstract: This study looks at the problems and possible futures of information resource management (IRM) in libraries in the 21st century, as well as the role of librarians in making sure that library and information resources are used well. This study used a mix of methods, including a thorough literature review, qualitative content analysis, technology trend analysis, and thematic analysis, to give a full picture of IRM in the present day. A qualitative content analysis was done on the literature study results to look at the different ways people see IRM. This meant finding and putting together themes about the role of IRM in making organizations more competitive, improving the way decisions are made and making information management better. Information resources management was searched in Scopus. Only articles were searched and 1085 records were found whereas the word ‘information management’ is the most relevant item. A thematic analysis was done on the results of the literature study to figure out what the biggest problems are for IRM in the twenty-first century. This meant finding and putting into groups themes about information security, the complexity of information systems, and the management and study of data. The results of the different studies were put together to give a full picture of IRM including its views, prospects, and challenges. The mixed-methods approach used in this study is a thorough and systematic way to learn about how IRM is complicated and has many different parts. Researchers and practitioners who work in this rapidly changing area can learn a lot from the results. Based on what was already known about the problem, the study suggested some potential solutions.

Abstract: Collaborative technologies are software tools and platforms that enable individuals and teams to work together on shared projects, tasks, and goals, regardless of their physical location. These technologies facilitate communication, information sharing, and collaboration in real time or asynchronously. Consequently, knowledge facilitation practices in academic libraries have also changed and need to be analyzed. For this study, an initial review of the literature was conducted to determine the role that ICT and collaborative tools play in academic libraries. This review included a detailed description of collaborative tools in libraries, including their use, viability, application, and influence, as well as a broad perspective on previous studies in the area, with the goal of identifying significant factors related to it. Because it is a descriptive study, the outcome will be derived from information acquired from real-life experiences. For this study primary data has been gathered through a structured questionnaire. Structured questionnaires were used to collect the data from selected librarians of the Maharashtra state. An online survey method was employed and the data was arranged for analysis. The data was gathered through an online structured questionnaire that was circulated through email, ILOSC Google Forum, and librarian's what’s app group, which drew 215 responses from Maharashtra state of India during the period from August 2022 to October 2022 and only 202 questionnaires were found to be valid for analysis. The data were analyzed using Microsoft Excel, SPSS analytical tools and visually displayed in accordance with the objectives described. The hypothesis of the current study has been tested by using the statistical tests: One-way ANOVA to test the proposed research hypotheses. This study aims to present a picture of the perspectives of college librarians towards the application of collaborative technologies in academic libraries.
