Abstract

Health Information Systems play a crucial role in modern healthcare by providing reliable, timely, and comprehensive data to support effective policy decision-making. As healthcare systems face increasing demands related to population growth, epidemiological transitions, and resource constraints, evidence-based policies have become essential for sustainable health system management. The objective of this study is to examine the role of Health Information Systems in supporting policy formulation, implementation, and evaluation within healthcare systems. A descriptive and analytical approach was used to assess the functions of Health Information Systems in collecting, processing, and analyzing health data for managerial and policy purposes. The analysis focused on system components such as data integration, reporting mechanisms, performance indicators, and decision-support tools. The results indicate that well-developed Health Information Systems enhance transparency, improve monitoring of health outcomes, and enable policymakers to identify priority areas, allocate resources efficiently, and evaluate the impact of health interventions. These systems also support early detection of public health risks and strengthen accountability across healthcare institutions. However, challenges remain, including data quality issues, limited interoperability, insufficient technical capacity, and unequal access to digital infrastructure, particularly in low-resource settings. In conclusion, Health Information Systems are fundamental to informed policy decision-making and effective healthcare system management. Strengthening data governance frameworks, investing in digital infrastructure, and improving workforce capacity are essential to maximize the policy value of Health Information Systems. Their strategic integration into national health planning processes can significantly contribute to more responsive, equitable, and sustainable healthcare systems.
