Abstract: The main purpose of this article was undertaking an appraisal on the practice of decentralization in ensuring good governance at local level government (here after in Ethiopia Woreda Government). In this respect, the research question revolves around to what extent the existing decentralized power and resources ensuring good (quality) governance. The research method employed to this study is purely qualitative and a cross-sectional descriptive case study research design employed. Accordingly, focus group discussion, key informant interview and field observation were held to collect primary data. Besides, the Wereda directives, plans, strategies, and annual reports used as primary sources. The finding of the study shows a mixed outcome. In one hand, owing to decentralization different local governance institutions, associations are establishment. However, the process of ensuring good governance under a decentralized system in the study Woreda is yet far from desirable that is undermined by skilled personnel constraints, low capacity in terms of planning and implementation, lack of full-fledged autonomy, lack of leadership skills, and corrupted officials in the study area. Therefore, the researcher forward as a solution like woredization, strong auditory system, making open discussion with the society, capacity building so as to fill the leadership gap and extensive awareness creation is needed.

Abstract: Over the years, increase in population, rural-urban migration and financial incapability of governments have been responsible for huge housing deficits in African cities. As at 2013, the housing deficit in Nigeria was seventeen million units. Lagos, the largest city in Nigeria has a fair share of the deficit going by the number of dwellers which had exceeded twenty million in 2014. Presently many private housing development firms are springing up in Lagos to fill this gap by providing serviced houses and plots in form of estates to the public for sale with various payment plans. The focus of this research is to investigate and propose how the Lagos State Government can institute a synergy with willing private developers to compliment her efforts to alleviate present and future low and medium income housing deficits. Data related to the cost of buildings and serviced plots offered by some private firms including payment plans were collected and literature was reviewed on housing provision. A close ended questionnaire on how the property developers can improve delivery was also administered. The data were subjected to analysis using statistical tools. The data on payment plans did not yield any significance to the number of units achieved by the property developers. The opinion survey gave some trends on the views of the developers towards improving affordable housing delivery. The paper concludes that the government and the private firms can work on the data collected to arrive at a harmonized model through increased funding of existing channels to address the housing deficit in Lagos. The interests of the developers, the public and the government are ultimately protected in the model.

Abstract: The purpose of this study is to analyze and explain the policy evaluation of the National Education Standards in Public Elementary Schools in Porong Sub-District, Sidoarjo District. Also, to analyze the factors that influence it and to formulate an evaluation model of National Education Standards in Public Elementary Schools in Porong Sub-District, Sidoarjo District. This research conducted using the Qualitative Description method. Data collection has done by observing activities at school, interviewing principals and teachers, and reviewing supporting documents. Then the data are analyzed interactively and tested the validity of the data by Triangulation. In this study used indicators of public policy evaluation, namely 1) Effectiveness, 2) Efficient, 3) Adequacy, 4) Responsibility, 5) Access, 6) Accountability. The results of the study showed that the National Education Standards applied by the State Elementary School in Porong Sub-District, Sidoarjo District was optimal. Several factors influence the application of National Education Standards, namely, 1) clear, smooth and careful communication; 2) Resources that can support education are fulfilled 3) Attitudes among school residents are good; 4) The bureaucratic structure in the education unit is clear and sequential. The researcher's suggestion for the school is to maintain the achievement of the National Education Standards in the school and need to innovate learning for students.

Abstract: Irrespective of the nature of a state, the issue of rent seeking remains ubiquitous. This paper assesses the prevalence of rent seeking from local governance perspective providing a focus on the major causes, forms and the efforts made in Adigrat Town. In so doing, the study has used both quantitative and qualitative research methodologies. Primary and secondary data sources were also utilized. Accordingly, the sluggish form of public services, lack of institutionalized practices, prevalence of mutual mistrusts, materialistic and self-centered motives, and embedded patrimonial relations have unleashed the practices of rent seeking in the Town. Bureaucratic corruption, lobbying practices, bribery, and actions of collusive interests were endemic forms of rent seeking prevailed in the Town. In connection, rent seeking situations where individuals negotiate over exclusive benefits and favor-seeking groups capture the public offices were common. Remedies of mainstreaming rent seeking as a public agenda, regular evaluation on performances, involvement of stakeholders in decision making, enforcement of legal measurement, introduction of ICT, and awareness creation were found too nascent. Thus, the respective public sectors should acquaint with anti-rent seeking strategies including meritocracy, party and government roles delineation, rebuilding the social capital, independent law enforcement, and delivering ICT-backed services.
